Speckled Trout

Concern is with the harsh winters and poachers, the speckled trout populations are down.  Are our fishing regulations about right or should we further reduce until the stocks are rebuilt.

Are the speckled trout regulations right at 5 per person 14 inches or greater with only 1 over 24 inches
